Also I don't think the individual Denny's really did exclude people from the premises based on race.

Edit - Apparently they demanded black teenagers pay in advance, and they are also accused of making Asians wait for a long time wile waiving white customers ahead of the Asians. This might be considered stopping just short of excluding based on race. It isn't far from it.

But as you said it was not corporate policy. And while it happened too often I don't see any evidence that it was really wide spread. For matter it happened with the anti-discrimination laws fully in place, and with the current legal definition of "public accommodation". I don't see why the example would show an explosion of extra discrimination if the laws where changed.
