When a law is passed I have made no agreement to follow it, respect it, or be bound by it. I likely will follow it, maybe because I have no interest in breaking it, maybe out of respect for the law or for the wishes of others, maybe out of fear of the penalties for violating the law. For the most part I am pretty law abiding and I think it is a good idea for people to be law abiding. However it is simple false to say that I entered in to any agreement just because a law has been passed.

If I agree to be bound by the resolution the representatives arrive at than I am bound by my agreement. However I have not made an agreement to be bound by any of these resolutions. I likely will accept them and comply with them but it is a matter of choice or a matter of responding to fear of consequences for not following the law. It isn't a matter of living up to my agreements.
