I believe the same is true of major supermarket chains- making grocery shopping a problem for people who live in places such as Oakland- and forcing them to shop in outlying communities.

DC has the same problem. They have a hard time attracting and keeping businesses and those they are are in the better parts of town. You'd have to be nuts or desperate to open a business in some parts of DC even if you could find the land on which to put it, which you can't.
