Maybe... or maybe it is partly that, and partly a rejection of the CORRUPTION of Fatah. (After all, who the Hell ELSE are they gonna vote for?)

Maybe also it will mark the first step in the evolution of Hamas into a political party, and not a military group (kinda like the years-long evolution of the IRA).
