There are many refinery upgrade and new refinery projects around the world. The action is focused mainly in the Mideast (source of the oil) and Asia (greatest demand growth).
I suspect that within 10 years we'll have a glut of global refining capacity.

i believe ex ceo raymond for exxon said they had expanded u.s. xon refinery capacity by 30% in the last twenty years. It was accomplished by adding to existing facilities.
