Certainly does have meaning.

Many of the people I associated with Iraq were pondering the question of "where next". Somalia was often brought up as "unfinished business" because both Yemen and Somalia are havens of Al Qai'da terrorists and Islamo-Fascists.

Furthermore, those two countries have the ability to create problems with sea traffic via the Suez Canal and Red Sea.
