OK. They are accountable to that. I don't consider that to be a moral failing. It may or may not be a mistake.

At the same time they did not pass laws that made it illegal to discriminate against these groups.

Australia has anti-discrimination laws.

Yes, and in your world, the gov't had nothing to do with the consequences of their action.

If the government passes a law, and a cop tries to enforce it, and the criminal shoots the cop, it might be true that the cop would not have been shot without the law, but even if it is so the government is not morally responsible for the cop being shot.
