And if I moderate the board, I will report any posts that would violate the board rules, to you, for removal purposes. "What is stopping them? The French speaking boards manage quite well. I don't see what the difficulty is." You may agree that there are Spanish people that have difficulty reading and understanding the English Language. A board where they can discuss in their own language may encourage them to be active, without having to see posts in a language they don't understand.
