You are effectively enforcing savings. You can do that through many other methods. Generally I don't think it is a good idea, but I guess it will make it more likely that there is some estate.

and for them to be based somewhat on their individual contributions to the economy and country.

More likely on what company you (or the person you inherited from) worked for.

What about people who don't want to leave an estate? What about people who want or need to spend their money?
