I wouldn't call that a fringe benefit. It's part of the cost of maintaining the an on-site office for the workforce so they can be on-call 24 hours a day. If I'm being paid a per diem to travel to another city for a project, it's a reimbursement to cover my costs of working outside my normal business area. It's not a compensation for my time worked.
