Healthcareindustrytoday.com Theory: The unresolved U.S. anthrax bio-terrorism mystery from 2001 and this event are tests by terrorists of the efficacy of contaminating the U.S. cash money supply. As in, What would happen if Americans learned that the cash in their wallets may be infected with anthrax or be radioactive? Counter Argument: In the short run, there'd be a period of hysteria. Businesses that run on cash payments would be hurt. But this is unlikely to cause much economic disruption long term. The treasury would print fresh money and provide locations, probably local banks, where cash in circulation can be exchanged for new cash. In the mean time, middle class and up people who have bank accounts with debit and credit cards will feel little to no impact, while poor people who do not have bank accounts will suffer the most. America's poor are not the main targets of terrorists. Thus this is not a suitable strategy for terrorists. On the other hand, if U.S. currency is contaminated overseas, fixing the problem and restoring confidence will be far more complex. And there is 2x more U.S. currency overseas than in the U.S. "In 1995, over $380 billion (380 G$) in U.S. currency was in circulation, two-thirds of it outside of the United States. As of April 2004 nearly $700 billion [1] was in circulation, with an estimated half to two-thirds of it still being held overseas [2]." United States dollar Revised Theory: These are tests by terrorists of the efficacy of contaminating the U.S. cash money supply outside the U.S. What would happen if non-Americans learned that the dollar cash in their possession may be infected with anthrax or be radioactive? Hard to estimate, but probably a significant impact on the perceived value of cash dollars and a mass, global hysteria to get rid of them with immeasurable negative short term and long term economic consequences.
