I dont know if the 90% figure is adequate but I do know from personal experience that those young people that dont have health insurance often are by their own choosing. The likelihood of a young person getting seriously ill is pretty small and accidents can be covered by auto or home insurance. Take my son, he was on our policy till he was 25 (as he was a full time college student). When he turned 25 I urged him to take out a policy provided through the University. It was dirt cheap, but he didnt want to bother. He claimed he could go to the school infirmary for flu type stuff, and if he should be hit by something catastrophic, since he had no assets Medicaide would cover. He was like that for 3 years till he went to work and got insurance through his employer. I bet there are many like him. jdn

Clearly Ken is exaggerating. However having been an insurance administrator I can tell you that there is a sizable portion of the uninsured population that are in the pool by choice. Young men are disproportionately represented. Single mothers are also greater than their percentage in the working population.

If you look at the two groups you will see different motivation for their membership. The first group sees the cost as too high relative to the risk. The second group sees the cost as too high relative to their income.

There are a number of two wage earner families that have the same rational as the single parent group.

It has been documented that a great percentage of the uninsured are in transition. They don't have it between jobs or between full time jobs for instance.
