It'd take a lot of resources, but yes. The concept is very basic. And then there is the problem of getting it to the target of opportunity. This is why it is so important to either have control of fuel cycles or make sure that the ones out there are transparent and accountable. It probably would be a good idea to make sure all LEU and HEU is isotopically tagged.
