Just today, we have the release of the audit showing that much of the money that went for Iraq's rebuilding was squandered.

And the same is the case with Palestine. All US aid was pocketed by the corrupt politicians of the PLO. Hence Bush's threat of cutting off aid would not matter much to the Hamas and Palestenians since they did not see any of the monies sent to them so far.
