I wonder if this is all part of the project detailed on this web site: 215515project.com.

If so, the project started in 2003 and is expected to go until May of 2006. Somehow I doubt the Nevada DOT would award a bid this close to the completion date leading me to wonder how current the PLNI PR really is.
