I had not realized 85% of the cost of crashes was born by society:

Also, 85 percent of the costs of crashes are borne by society, not by the individuals in the crash. (NHTSA, 2003) Considering that a crash costs 55 percent more when a crash victim is unbelted, we have a financial imperative to enact primary seat belt laws, in addition to the moral and ethical imperatives.

We know not all people benefit from airbags, but so many DO benefit, and they have so reduced the risk of injury in auto accidents, that we use the regulations as a short hand to save the most people.

We know that peanuts are a nutritious food. Maybe we should have laws requiring everyone to eat peanuts.
