I think one of the major accomplishments is that it makes shareholders of all types a little more active. The ownership would always be tending (but not always remaining) with those who are actively taking an interest in the business and not with just a passive holding of assets. I'm not sure I consider it an accomplishment. To the extent that I might, it would not be one worth regulating such an ownership structure as the only legal one for public corporations. You create less flexibility all around and more government intrusion. Tim
