Car inspections protect us from others, but they also protect us from ourselves- so I would think that one is more like seatbelts- actually so is speeding. You may not happen to be a speeder, so you may not think of this one as protecting you from yourself- but for people who speed, one of the restraints on their behavior is the knowledge that they could be ticketed for speeding- and plenty of speeders get involved in one party crashes, so really, those are nowhere near just about protecting us from others.
