Don't all states require insurance or uninsured motorist coverage?

I was in an accident a couple of years ago.
There was a freeway with an area of construction so traffic lights were in place. I stopped behind a line of cars at the red light. About half a minute later a car slammmed into me at 50mph. My car went on top of the car in front of me, which in turn smashed into the car in front of it. I'm lucky I was in a Japaneese car instead of an SUV. There was no way the guy who hit us insurance covered all those vehicles. Settlements were delayed as they went through an alternate process.
