It's not a straw man- I really don't understand you- I'm not seeing the creation of the problem- unless you find spreading of the risk a problem. In order to have an insurance system we spread the risk- thus all of us pay for the mistakes of a minority, and when we pass laws to ameliorate those risks society benefits. Could you just tell me at which point we create the scenario?

I'm not seeing how sympathy for an orphan who killed its parents is the same even as sympathy for a problem. I don't really have sympathy for problems. That's a people emotion- not an emotion I have for situations. When I look at a situation I see cost and benefit; I see greatest good, and I see constitutional rights, and state rights, and I see administrative law, but I don't really see sympathy. That's why I thought the sympathy was about the people- it never dawned on me that it was supposed to relate to a thing- like a decision.
