With out testing or outside help? Why?

They have had outside help. For example from Abdul Qadeer Khan.

You think Israel would let it get within 100 miles under those circumstances? Why?

What are they going to do, sink every ship or large boat the goes withing 100 miles of Israel? (Including in Egyptian or Lebanese waters).
