Look at the last 30 years of southern Africa for an answer. Relatively small minorities who ran relatively good governments, but were non-the-less outsiders, eventually threw in the towel to insurgent organizations, which have done a far poorer job of running the countries subsequently. I count Angola, Mozambique, Zimbabwe, Namibia, and South Africa in this situation. In no case did the fighting stop significantly before an accord largely meeting the insurgents’ desires was in place. In the countries with ethnic problems, the fighting has continued for decades since.

I don't expect Iraq to be any different. Why would you?
