9/11 happened NINE MONTHS into Bush's watch. It's on HIM. He got the PDB titled "bin Laden Determined to Attack in US" while he slept at the dust ranch and did absolutely NOTHING. It's still in doubt that he even READ the PDB.

Bush demoted Richard Clarke (NS adviser on terrorism) from reporting DIRECTLY to him (as it had been with Clinton) to reporting to Condi. Clarke's "hair was on fire", but he couldn't get Condi to talk to Bush and "shake the trees" to correlate info from the CIA and FBI. Condi, Soviet expert, had Russia on HER mind. Bush actually CUT the anti-terrorism budget prior to 9/11.

History will put 9/11 on Bush more than Clinton.
