As I recall, Clinton attempted to blow Osama up on several occassions with cruise missiles, much as Bush just tried to do with those AQ guys in Pakistan. I also recall Repugnicans at the time accusing him of blowing up "mud huts" in an attempts to "wag the dog"! The Repugnicans were too busy trying remove him from office for a BJ to support HIS fight against terrorism.

I don't think you understand the difference between infringing on one's civil liberties and increasing security. Security is hardly improved since 9/11. Periodically, reporters still board planes with all kinds of weapons hidden in their luggage or their person, and don't get caught. The borders between Canada and the US, and Mexico and the US are as porous as ever.

And yet infringement of our civil liberties goes on unabated. The latest is unapproved wiretapping. Wait! Did I hear you say that wiretaps are used only when a terrorist is calling from abroad? Wrong again. They're going after the Quakers in FLA, anti war protestors in Santa Cruz and a retired professor in Kansas. The interesting thing is that they have people like you suckered into defending their questionable behavior.
