well, Clinton had no problem bombing pharmaceutical company but he would have a problem detaining well known terrorist - strange. But playing your game let us assume that there were not enough evidence to implicate him in a number of attacks on US targets. There are a number of countries out there, like Israel, that had sufficient evidence against bin Ladin's activity against Israel and Clinton could have simply assisted Israelis. SA would be a good choice too but Saudies did not want to deal with bin ladin
