Well I believe excessive partisanship as deleterious to good government. I consider special privileges enjoyed by the two major parties through law, regulation or things like the rules of congress to possibly be deleterious, and to probably be unjustified.

Excessive partisanship is not something that IMO can be regulated. You can rail against it, or try to argue people out of it. You might have an effect at the margin but it will probably always be small.

The benefits the parties get are less clearly deleterious, but my be more subject to change. Not that change would be easy but if you had enough support behind the effort it could happen.
