Yes, Bush-Cheney are all about looting the US for their corporate cronies. They believe our treasury's wealth should be transfered to the big corporate clients of theirs like Exxon and Halliburton. But they will never tell us the truth about this. They will just go ahead withy their looting and call it "reform" or "tax relief" or "pro-growth agenda".
