You STILL need massive centrifuge farms with thousands of expensive, complicated gas-diffusion centrifuges to enrich enough uranium to a high enough purity for bomb grade. These materials don't exist on earth and have to be created. That hasn't changed much, and it's a damn good thing it hasn't, or terrorists WOULD be cooking up their own nukes.
