There are some things that haven't changed. You STILL need massive centrifuge farms with thousands of expensive, complicated gas-diffusion centrifuges to enrich enough uranium to a high enough purity for bomb grade. Examine the scale of the Hanford facility where this was done at the link.

The production effort for the nuclear material is STILL a massive effort, one that takes a country YEARS. These materials don't exist on earth and have to be created. That hasn't changed much, and it's a damn good thing it hasn't, or terrorists WOULD be cooking up their own nukes.
