I will point out that actual graduation rate is difficult to calculate. For example, in Texas if a parent withdraws a student with the claim of homeschooling them, then they aren't used to calculate graduation rate. This is the preferred method of dropping out because the parents can be prosecuted if their child doesn't go to school and is under 18. The only official dropouts are those that have turned 18 and then decided not to complete school. So Texas has a high graduation rate that isn't reflected in reality.
