I agree, of course, with what you type, e. The model for me is social security precisely because it is mandated for all. Since all of us receive it, all of us are a political interest group to protect it.

I would much prefer one medical insurance program, not two (medicare and medicaid) with levels set for the population in general--Bill Gates gets it and the local homeless person. That means the politically powerful but presently much too inert middle class has a large interest in protecting it. And the political class can't cut it quite so easily as they can benefits for politically weak groups such as the poor.
