Sure. Stem cell research is still in the very speculative stage and it may not lead anywhere. Throwing a lot of money at it is not what is needed. Throwing legal road blocks in its way is not the answer, though.

Other countries see it as an opportunity to steal the march on the US. Which is at least part of the reason that South Korean researcher did what he did. The pressure to catapult over the US given our stupidity was pretty strong and he caved. Which is not to excuse him, fake science doesn't do much. But there was more pressure than usual.
