It depends on what the goal is. If the goal is segregation then private ownership and transfer rights is a bad thing. If the goal is integration into general society with the subsequent loss of cultural identity then it might be a bad thing. Remember it is not up to you and I to dictate to others whether they can remain separate or not. There is no question that Native Americans have become victims of European people and culture. If they choose to remain victims then they absolve settlers of their guilt.
