Bush's priority has never been killing AL Qaida or Osama.

In 2003 he stated that Osama "no longer concerns me, I don't think about him". In 2003, he also let Osama and Al Qaida's top leaders escape from Tora Bora by allowing a cease fire to be called. On 8-6-01 he received an alarming warning of imminent Al Qaida attacks inside the US. He and his people did absolutely nothing. Right after 9-11, one Bush priority was to let all the top Saudis out of the US without interrogation. Plus, once we got into Iraq Bush declared "bring it on!" and actually created thousands of new terrorist wannabes.

If Bush were serious about wiping out AL Qaida he'd have done it already. In truth, no one has done as much to keep Bush in power than Osama Bin lauden.
