Bush cheated in 2000 and 2004. In 2000 he definitely got fewer votes than Gore and stole Florida to win. In Ohio, Bushies either stole it big0time with Diebold, or stole about 35,000 votes without Diebold and won it with a 100% dishonest and dishonrable smear campaign, plus a lot of phony terrorist alerts. In other words, they cheated both times. Very unethical and corrupt. They also cheated in 2002 using the phony Saddam threat as a means to call all opponents "traitors on the side of terrorists". Bushies deserve a dark place in hell for their deceptions and cheating.
