That is an excellent point. Now because Native Americans cannot own their land on the Reservation, they have no equity, no ownership. (Most Americans tribes have some vague standard that you take what you need and leave or return the rest.)

How would a reservation express sovereignty when parcels within were not subject to its sovereignty? Would the act of freeing Native Americans from these shackles destroy the culture?

What about a right of first refusal? If the tribe had the right to buy any land at the bid price it might be a catalyst.
