Clearly one of the prime directives for an appointee is to make the Dear Leader look good. Whether they are competent or not isn't a factor, as we have seen with Katrina and later Rita. Spouting the party line and making sure the underlings toe the line is what's important.

NBC does these daily reports on the Gulf region after the hurricanes. I have to tell you there looks to be little progress. It's as if no one is doing anything. People are still living in tents, a makeshift hospital has been set up in the convention center, some people still don't have power and clean water etc. Its bogles the mind how little has been done since Sept.
