It works while you're in the opposition and don't have to take responsibility for formulating any policies. It does NOT work to win an election - not unless the the guys in power have screwed up so badly that the majority says, I don't care if the other guys are a bunch of clueless f---ups, they can't be any worse. News flash: we weren't there in in 2002 or 2004, and we're not there yet, imo. So if the Dems want to win, they need a program. Clinton had a program in 1992 (He never did much of it, but that's another story).

Bush has a very clear story since 9/11: it's his mission to keep 9/11 from happening again. To do that, he has launched the War on Terror, now rechristened the War on Radical Islam. The Left seems to believe that this war doesn't exist except in Bush's head as an excuse for a power grab. While they believe that, I don't think they will be trusted with power again. Because a majority of voters (not a large majority but a majority) seems to agree that Al Qaeda is a threat that deserves to be taken seriously.
