======== You'd think that with a limited budget and limited manpower, the NSA, the FBI or whoever would welcome pinpointed surveillance instead of all of the stuff they had to slog through.

I don't understand why the American spook system seems to rely on massive data mining instead of being fixated on the very, very, very tiny minority of individuals in the world who are going to attack us.

Do they want all that extra work with so little ROI?
