They will probably think that they can engineer it too look like a stateless society somehow obtained a bomb on their own and that they can get away with something like that. Don't know quite why, but the leakers from the Government someplace, that have leaked the NSA info to the NYT, came to mind with your statement above. We have idiots everywhere....not only in Iran, and NK, who will sell nukes, and the means to deliver them, to the highest bidder...but also here in the US who think that THEY know better than our leaders do.
