so FEMA was a disaster for Bush with Brownie. Clinton had Albright and Reno, two disasters of his own.

But a surprising number of people don't believe it. Tim, for example, flatly denies that FEMA was ever an effective organization. Now true, Tim has his own set of blinders when it comes to reality, but on that particular issue he does represent a lot of people.
