So? Markets don't have to be end users. Ace Hardware negotiates better prices because it is a coop, and can deliver larger sales numbers from suppliers than the ma & pa's that are their members. GE with aircraft engines, the arms suppliers... just because governments are their customer it doesn't mean it's not a marketplace.

I'll let you have the last word as I know from experience this could go on for 100 (boring) posts.
