And by the way, I do believe that war was declared by Congress in that dust-up, as required by the Constitution, and not simply unilaterally decided by the Chief Executive and his speech writers.

I seem to recall Congressional authorization of military force in this "dust-up". Declaring war seems to have gone out of the fashion for the last 50 years or so, especially if the enemy (whom, if you'll excuse me, you don't seem to take particularly seriously) is a non-state actor.
