Here is a link to the vote to end a filibuster pertaining to this. The filibuster was not defeated but I don't know if the new police are part of the act which was approved for another 5 week period or is part of an amendment which failed. Maybe you can figure it out. The article which I posted says "creates" instead of "would create" so it sounds like the author is saying it has passed. I saw several other articles which sounded like the author was saying the new police were approved. senate.gov
