Kofi Anan himself said that the US required a second resolution to authorize a new invasion of Iraq. If the Chimp didn't need it, he wouldn't have bothered with that Powell Dog And Pony Show, which nobody bought. The UNSC voted and didn't rubber stamp the invasion. The Chimp, like the spoiled rotton boy he is, declared that Saddam had 48 hrs to get out of town or else. The Chimp had a Grudge Match against Saddam for an alleged plot to kill his daddy. The Chimp also felt that Daddy didn't go far enough in the Gulf War I. Daddy would've been violating the UN resolution to oust Saddam's army from Kuwait, if he'd gone into Baghdad. The Chimp doesn't care to bother about the intricacies of the Law (L'Etat C'est Moi) - domestic or international.
