Probably a combination of several factors:

1) Raw numbers (millions of Africans sold into slavery on other continents, with no hope of return or escape).

2) Persistence of servitude --- a white could always hope to escape & then blend into the society of free persons att some other locale... not so a black.

3) The combined weight of all the legal efforts made to see that Slavery, the Institution, endured: Making the teaching of literacy a felony, etc., and all the exogenous efforts to keep a people firmly 'down': rape, lynching, beatings, removal of property rights, etc., etc. The sad old refrain. Things enforced not just on the original enslaved individual... but on all future descendants.
