Judging from the Iraq experience I see it differently. The US coerces the "victim" nation to get in line -- if it doesn't then, as you say, that's a provocation for war but if it does, as Saddam tried to do, that's regarded as a sign of weakness and the attack is pursued even more relentlessly. Thus, in my opinion, Ahmadinejad has no alternative but to raise the stake to the limit. If he capitulates and throws in his hand, he's lost anyway. So he may as well do as N. Korea has done and be as belligerent and defiant as possible. There are many small animals that survive and chase away predators much larger and stronger than themselves by blowing themselves up with air, making noises, even smells or by means of simple tactics. I remember seeing a movie of how a small buck freed itself from the jaws of a large crocodile by biting the crocodile in the eye. The main thing is defiance -- and, of course, being clever.
