"Eavesdropping on communications between suspected Al Qaeda related people outside the US and someone inside the US is part of that authorized protection effort. That's the party line." That is one justification. The only problem with that interpretation is that the administration specifically asked for the power to eavesdrop and it was specifically rejected. In a rational world, that would mean eavesdropping would not be covered by the Patriot Act...
