Common sense.

Syria has 18 million people. 1% of that is 180,000. 0.1% of that is 18,000 people.

I have no evidence, but I highly doubt there were 18,000 rioters attacking the Danish embassy a few days ago. That's a small sports stadium full of people. Just from the shots I've seen on TV it looked like about 50 police against ~500 protestors. If there were 18,000 of them they probably would have burned down half the city, overthrown Bashir and implemented a coup!

DAMASCUS, Syria (AP) -- Hundreds of Syrian demonstrators stormed the Danish Embassy in Damascus Saturday and set fire to the building, witnesses said.

Keep things in perspective. The Syrian government and administration is not very well managed and not very wealthy. Syrians, as far as I know, have close to zero oil. They hhaven't got enough money to police every embassy well - it doesn't take that many people to burn down a building if they decide to do so.
