Of course Bush broke the law, and everyone knows that. The excuse that congress gave Bush special powers to spy in the US without warrants is ridiculous. Those powers were never given, not even close.

Further, Bush publicly promised that all investigations would entail getting a warrant first. Bush lied and broke the law both. Also, Gonzalez refused to say that the eavsdropping was only about terrorism.
