Yes, my understanding is that it's a residency issue, not simply citizen. Canadians residing in the US aren't supposed to trade on line in their BMO account (or wherever) in Canada. Of course I don't see them trying very hard to stop me from doing it... but when I ask them ("Oh, I might move to the states") the answer is transfer your stuff down there.
